These are not just gangsters. At least the EU is prepared for increasingly socialist societies that will progressively require larger black markets for many kinds of goods and services, in order for its people to survive. US society doesn’t quite get it yet. As they too become socialist, there will be a time when they must have black markets. Europeans already are accustomed to them.
